Post big bang I/L Wizard

So i plan on restarting on a new server and i want to do a I/L since magic attack seems to be fixed after big bang patch but i have a few questions, 1) So do you actually need luk now for accuracy? 2) Can mages finally dish out decent damage compared to other jobs? and 3) What exactly is teleport mastery?
