The only way that it'd be "more NX-based" is if Nexon made the skillbooks come exclusively from gach, but that isn't going to happen so the point is moot. Other than that, when you gach and get something worth 600 mil, it doesn't matter if that something is a skillbook or an equip; either way it's going to be another item introduced to the economy, and either way it's going to be something that someone can buy and use; whether it's something that the person uses and can blow up or fail miserably, or it's something that can just fail period.
This has no real down-sides, infact, it probably has more up-sides than people have thought about, such as maybe people wanting to gach for skillbooks will blow more money on it and introduce more scrolls into the economy, causing a (much-needed) deflation.
Dragon weapons have been gachable for a while now, but I don't think it's influenced their prices whatsoever; do you?
