Spending $350 on a 5870 is a poor choice. You can buy a 470 GTX for $220 + S/H - $20 MIR. Then throw in a Seasonic PSU and he's good to go. Under budget and it's a lot more powerful than what he had.

Also would he need to OC for it to not bottleneck, or is it good to go?
