Does lvl 21 Ice Splitter freeze monsters for just as long as lvl 30?

The skill tables say yes, but people in game have told me no...so I'm just double checking.

If Fiels list says so, and no Corsair have disputed it, you can be pretty confident it works like that. Remember though, that the skill probably work different pre- as opposed to post BB. Make sure you check the correct table and that your in game sources aint just speaking of the current version of Maple. Also note that a 4th job skill prolong the freeze time of Ice Splitter.
