Few things wrong with your build :
-HP Increase first is a bad thing. It gives +20% HP, but that means that it can be added at any time and you will still get the same amount of HP in the end. I suggest maxing Slash Blast first, then Power Strike, then HP Increase.
-2nd job -- I recommend getting at least 1 point in Ground Smash. It helps a lot. Then, go for 5 Mastery, then 5/6 booster, then max Mastery, then Final Attack, PG, etc.
-3rd Job -- Combat Orders requires 5 points in Restoration.
-4th job -- Not getting at least 1 point in Blast in the beginning would not be recommended. It helps a LOT.

The whole three charge thing in 3rd job is entirely optional. I would strongly recommend going with Fire Charge first, as it's the strongest charge and you will not have much of a need for any specific charge at that level. I would also suggest getting a couple of points in Lighting Charge for the extra damage, but that's entirely optional.
