[Module] The Restructuring | Aran/Evan skills

Still quite slower than, say, Night Lords and the like. Anyways, it's good to not have a slow Magician for a change.

Dragon Thrust's new speed: 630 ms
Triple Throw speed: 600 ms

Their higher level skills are fine, but Magic Flare and Dragon Thrust look ridiculous. I don't understand why they need to make the higher level skills slower than the lower level skills.
