Patch notes say it was changed.
Unfortunately, the accuracy formula is not something that can be extracted. It needs to be either disassembled (from the client executable) or reverse-engineered (by feeding the client carefully controlled character and mob stats and seeing how often it generates a hit, as opposed to a miss). Both methods take quite a bit of time and effort. If Nexon is nice enough to release a full-debug-info client again, that time would be shortened considerably.
Someone correct me if I am wrong.
For now, we should just pay close attention to reports from KMST. Are people MISSing more than before or less? Can archers hit mobs way above their level again? Do DEXless warriors miss a lot more than full-DEX ones? and so on...
