Why do people wanna remove the potential system? If removed, the ones not using it would be left at exactly the same spot anyway no gain, no loss. If you care about your damage compared to others, why not play a game with PvP where it makes even a slight difference. MS aint a competetive game, and we will never get PvP in any meaningful way.
If I could add something I'd make a bunch of themed dungeon instances, much like PQs, where you could go solo or with a party to solve some tasks, kill some monsters and stuff like that.
I also like the ideas with event quests that award special skills (that do not expire). The skills need not be amazing or very useful. Skills like the flight ability in Dragonrider PQ would be a fun, if they made more use of it. Would have been clever to make it so that you get the skill permenent after a succesful PQ, and using the skill would be the only way to get to Temple of Time. Lots of possibilities if the devs just focus on something other than useles new classes on top of another.
