Basically, it's where you give fan input and ideas that might make it into the final game. It's not officially open yet though (it's opening later this week), although from the sounds of it, it's an offshoot of the Capcom Unity site. Currently, there's a contest where you can design a Bonne mecha, and if your design wins, it shows up in-game, along with your name being in the credits.
