If you have X LUK, putting on a 9% Luk Czhelm would raise your total LUK from 1.0*X to 1.09*X, effectively 1.09/1.0 = +9%.
If you have X*(1+1) LUK, putting on a 9% Luk Czhelm would raise your total luk from 2.0*X to 2.09*X, effectively 2.09/2.0 = +4.5%.
While +2 to all skills, like you said, is a fixed bonus, +%stat becomes less significant as your total +%stats grows larger. Depending on each individual cases, you can work out both hands, weigh it, and pick the heavier side.
It's pretty much the same case as it is with WATK, the more you have, the less significant each of the total is.
