Just a speculation, but Nora has on the same head piece that the little girl has that stabbed Khanon. Her name is Fiore btw

So... I'm going to guess that Nora is part of Vintage and so is anyone else with that horn head piece. Another thing I found was Nora saying "New hell is concerned about conserving energy, it's always dark, everyone's a coward. There's nothing interesting to do either". This means she isn't satisfied with how New Hell is going about its business.
