All actions have equal priority and are resolved as follows:
1. Anyone who shoots someone who has shot themselves, dies.
2. Anyone who is shot (and does not shoot themselves), dies.
3. Anyone who shoots themselves (and has not otherwise been shot), dies.
So if two people shoot each other, they both die.
