Thats why it's called speculation. I don't know whats happening but I can guess what will. With that said we speculatate about neo tokyo. Even if nexon is preparing for bb big whoo they can still add other crap.
It's pretty close to BB-release time. They're obviously gearing up tespia, which is obviously for BB. Hoping for neo tokyo either before or with the BBU is pretty hopeless at this point.
