Maps are the same, spawn locations are the same, the quests are the same. I haven't measured their HP from in-game though I can provide a list of exp for them if you'd like.
One thing to note is since the reward exp for non-World Tour maps were reduced, World Tour quests give significantly more exp than other, similar-leveled quests. However it's still much faster to train/grind with the exception of some early Jipang quests.
