Why would you need to translate Japanese into English, then back into Japanese? It would make sense if it's Korean --> English --> Japanese because more people speak English than Korean (same goes for all translations of MS). Neo Tokyo doesn't even exist in GMS so it's just ported directly from pre-BB (Kaede Castle maps are completely identical for example; one NPC was moved from the Castle map to outside the castle)
