I just don't get your chain of logic that brings you from getting Kaede Castle > we must get Neo Tokyo. Saying to get Neo Tokyo we need Kaede Castle makes sense, but it doesn't work the other way. There's nothing in Neo Tokyo that's required for Kaede Castle, only the other way around.
