Sounds like packetloss to me.
What you can do besides restarting your modem (which you already did) is check the connector plugs, push them firmly against the wire (like if you were installing them).
Are you using a cable modem? Check the coaxial cable towards the modem (same cable as towards televisions & co). Check the cable connectors on both sides, and check if it still connects properly to the modem (take it out / check the wire / plug it back in).
If nothing helps, then it's it can only be:
- ISP itself
- Modem itself
- PC Network Card (I had this myself, replaced it with one for 10 euro, and stuff started working again
