Not sure if I have this right, but since attack is always divided by 100, I assume you're talking about the effect of % attack.
No, % damage and %atk individually are the same, except not really.
- They are the same because you can only get them once on a weapon.
- They are different because %atk does not factor in apples and ammo, while %damage does.
If you have less than 100atk, with apple, it doubles your atk, but %atk only affects half of your total atk, thus resulting in half the potential boost on output damage. %dmg covers the entire thing.
Why 100? Because 100 = 1/2*200; and in your example: 4% = 1/2*8%.
