I'm not really sure but that's what everyone I know says.
That's the case with some games (like LittleBigPlanet) but not all. The reason is that the PS3 has a certain number or value of trophies that can be assigned to a game on release, so sometimes they'll do multiple expansions to add more trophies because each expansion can also have a full number of trophies. And people LOVE trophies. But most DLC is pretty cheap or completely worth the cost.
