In terms of Virtual Console, you basically use them to buy and download old games up to N64 (Sega games included) that are available to your console. They can be played with the Wiimote, Gamecube controller (mind you, most games when played with the GC controller will use the exact same buttons) or Wii classic controller.
They generally cost from a range of 500 to 1200 points, I think. Wii points come in prepaid card form, much like most other point system cards. I think the smallest amount is 2000 points on a card, not sure about the largest amount.
