Because America always has these ''fad-stars'', like Michael Jackson. People talk about how he was so great, but it always seems like everyone only knows a few of his songs (The biggest hits like Thriller and Beat It), and the majority of the people that praised him -grew up- in that time period. Majority of this generation doesn't give a damn about him because he didn't do anything in the 90s and 2000s except for going crazy.
Justin Bieber is big now, but chances are like most child fad-stars, he will burn out pretty fast, then kids will move on to the next fad-star.
