Unless i see some evidence that this for some strange reason wouldnt effect 3rd job skills at all ill go with the notion that it does.
O_O. You even said it yourself. Surpass the max in 4th job (meaning it can raise skills to 32) but raises it no higher than max in the rest of the jobs except beginner skills where it won't do squat.
