It does. But you have to add 1 SP to that skill at least. If the skill level is 0, the Combat Order can't increase it to level 2.

So does that mean I can leave all of my paladin's skills, excluding those that are required for later skills, at 2 points under their max and still be alright? If so then that's pretty awesome!
