That would be true, if it weren't for one thing: potential. The highest level mage shoes with MA clean are lapiz sandalls, which are level 70. While you could possibly get a good amount of MA on those shoes, you could get 9% more int on a lvl 80 shoe or higher.
Same thing for the cordon. You can even scroll gloves for more MA, and 9% int>8 MA.
