They've always stacked, but I think people are saying total damage + total damage don't stack, which I can't test but I personally don't see why it wouldn't. My bowmaster's range with concentrate is around 30k and I do more than 140k crit on bosses, which is impossible if my 30% boss damage and 6% total damage didn't stack. (30k * 350% * 1.3 = 136.5k)
