Meaning that 2 WA [in most cases] needs to compare to +40 AP stat. So you gotta chaos it to be better. But that 10% hp is pretty nice, especially with massive defs and avoids (You get about 100 defs and 30 more avoid than a vip necklace).
Personally I'd prefer c-htp due to the hp since the damage difference isn't too huge, maybe like 3-4 attack. And the fact the only 3-stat vip necklace in bello atm is c/o'd astronomically high
When comparing +atk to +stats you might want to include MW20 or maybe 30, and other gear... with my MoN I'll have 1270 str when I hit 200, so I get 89 str from 7%. But the CHTP pushes that up to over 1300 str so it compounds with all my other percent gear. (30 extra str could be worth like 60-80 if you have nice gear).
