I have a feeling they were trying to fix the way that the monsters appear on map (just appearing instead of fading in like normal) in the last patch and kind of...broke it...
Just a guess though. Also, if you leave the map and come back, the monsters can hit you again. Of course, when they start respawning they are invisible again so it must be something on Nexon's side.
