Looking back at information, me and aslemn has collaberated on the fact that CMS has Tokyo. We didn't look over the fact, that they lack Kaede. We made assumptions. But, this error in the end DOES solve this thread. They're unrelated. They (probably) simply removed the quest requiring access. If you don't want to believe me, I can go get screenshot proof. Last time I base a fact on anything other then the data. Lesson learned.

EDIT: Don't trust strategywiki. In various areas it gets very out of date despite isaac's hardest efforts. I notice many wrong things from my time in JMS that still aren't marked as had. Trusting that is trusting someone says. Even isaac is wrong sometimes.
