That would be true for almost any patch.
I think there was no Tespia this time because they imported this en block from MSEA and assume "no reason why it shouldn't work". They have zero attention to spare for Tespia or any other kind of testing, if Ray is correct and they absolutely have to have BB out ASAP or lose a ton of money. This patch is intended as the cheapest (in programmer time) sort of filler.
So, good reason to expect a bunch of things to behave oddly... they may well end up investing more time in emergency patches than they would have in decent testing, but that's Nexon for you.
