Of course not. I'm sure when we were all in our teens we found the opposite sex attractive at that time. That much is primal, and no one is getting on this kid for finding a younger child attractive. I find Justin Bieber attractive, and there's nothing wrong with that. The problem isn't attraction, it's sex. Had this dude just been attracted to her over the internet and not done anything about it, no one would have cared. It's the act of going to her house with condoms and considering the previous conversation they had over the internet about sex - that's what get people in an uproar. Usually in these conversations by Perverted Justice the decoys will ask the perpetrator to bring a token or gift - usually beer, alcohol, or condoms. Also, in these conversations the perpetrators are given every chance to chicken out and not go. But they still go against all logic and reason and, knowing that it's against the law to do such a thing (if you read their chat logs you'll find many members saying in chat that they know it's wrong), do it anyway.
The basis of reason for why these relationships are not proper is the vast difference in life experience and mental capacity of a person who is above 18 and 12 - 14. Of course, the age of 18 seems a bit arbitrary, but the line must be drawn somewhere. And the reason why the show uses 12 - 14 year old girls is because in the USA the age of consent never goes below 16, so, according to federal law, it's universally wrong.
