There was no increased exp rates because they knew the players testing the event didn't need it since it's an event that was available from Lv.10+, right? And they already had high levels for if they needed to test the different difficulties of the PQ.
It was only available for a few days because they felt it didn't need much more I'm sure, and they didn't. The event was pretty much worked out for the most part during Tespia, and the major bugs were dealt with before the patch.
When they open Tespia for Big Bang and Resistance I'm fairly certain they'll have increased rates or auto-level since they're going to want to test the new skills and such.
This Tespia, in my opinion, was in no way showing how they're going to handle Tespia in the future.
The only reason they felt they didn't need that much time was because of the nature of the event. The fact that the content comes out in bursts rather than all at once allows them to minimize damage from glitches in later stages so they aren't a problem upon release.
That said, the more time the better, and we can only hope they keep that in mind by big bang. Though i still think they won't need to use auto-level if testing big bang because they figured out how to copy character data. They just need to pick several hundred characters from each job in each level range to get skill testing done.
