The maximum potential stats for any item level 71 ~ 120 is 21%. So if you have 200 * 1.21 = 242 w.att and 363 w.att if you used an apple.
This means you gain at least 63 w.att from a weapon through potential stats.
Potential STAT%'s however work based on base stats.
So if you have a base stat of 900 Strength, and had 21% str in a equipment of your choice, you have 900 * 1.21 = 1089, so you gain about 189 strength.
If you take the average Stat-w.att ratio which is usualy 4 ~ 5 AP's per w.att. You get 37.8 ~ 47.25 w.att from Stat%'s.
However for bossing purposes, it's good to have either %attack or Total damage % in cases where you have apple+thorns/SE to enhance your damage even more.
I could've sworn I read somewhere here that Stat % affected TOTAL, not just base and % Attack didn't get affected by pots / consumables...

Example; You have 100 base luk. You use lvl 20 maple warrior. Now you have 110 luk. 100 base luk and +10 bonus luk. You equip two pieces of gear with 9% luk on each of them. The percents from gear combine to 18% to increase the your stats. So, 18% luk of 110 luk is 19. So you would have 129 luk total.
...And last I checked, 10% of 110 = 11 and 8% of 110 = 8.8 =/
