Correct me if I'm wrong, but most JPEGs uses a lossy compression, which actually screws with the original contents of the image and loses data (aka not a truly reversable compression) and thus the quality goes down. BMPs and PNGs on the other hand don't lose quality (and the latter has something called lossless compression).
