I think he means actively.
Even if there are people actively packet editing other versions (Like the Chinese packet editing the Japanese MapleStory client to give +999 to all stat equips and then selling them in the MTS to make them REAL equips), I highly doubt you'll see them apparent often like you do with GMS.
