A Couple Questions

1. What skill lvl am i suppose to raise AB and Soul Arrow too?

If AB = Arrow Bomb, then definitely max it.
If AB = Arrow Blow, then you can choose what level you want it to be. Most people leave it at 1.

For Soul Arrow, The most common stopping points are 7, 10, and 20. The only thing that changes when you raise Soul Arrow is the skill duration. 7 is 210 sec (3 min 30 sec) to synchronize with booster. 10 is for 300 sec (5 minutes) to sync with other skills. 20 is the max duration of 600 sec (10 min) if you don't want to rebuff that often. Just play around with it and pick a level that you feel comfortable with.
