Each point of dex is 1/4 of a luk point, so that dexless NL will still have more damage than you stated (ex: dex from scarlion/MoN or HTP/belts/various other crap)
But yeah, statless people are now a bit shafted.
Anyone with the minimum possible dex (while not sacrificing %luk) to wear the highest weapon possible will always be the best.
