Would you feel very strongly motivated to try to self teach a form of bending that had recently gotten an entire tribe wiped out? There are other factors at play in that 100 years.
Answer I read BTW is that it's neither strictly genetic nor taught - It's something that had to be awakened before it could be taught much the same way Aang severed it in Ozai. Benders can naturally awaken, especially if their parents already have it expressed, or can have it awakened later such as by the flying bison and the dragons or by encounters with spirit creatures or an Avatar.
