Post-BB paladin dual charge and dual weakness

I remember someone mentioned that after BB, the dual charge % formula has been changed, from main charge % + 12.5%(half of thunder charge)
to direct multiplication (main charge % * 125%)
but is there any evidence can proof it?

I also saw that post. But we need some evident on this. This is because it seem strange with just additional 12.5% with the charge nerf after BB.

Hope fiel can extract something out from the last exe file he downloaded.
