Both Episode 1 and this share in common that they didn't try to make much new stuff, just reused as much as possible then stuck new NPCs and a handful of bosses. They've unlearned how to make nice places. We know that NxProse and Joe left, and from what i recall of people checking it out at that time, it turned out that a lot of people at Nexon quit at once back then. Whoever they've hired since then is unimaginative and seems to have the programming ability of a blind monkey or a 12 year old child who just learned how to use Paint.
That's the thing with them [Nexon America], you never get your hopes up about their custom content (or anything for that matter). You should go in with a low expectation, and then if it blows you away, great. If not, then it was expected.
Hey, at least they have honed their map object/background recycling skills. Good to see.
