They can only make server side changes. If they screw up a WZ, which they often do, they have to send it to Korea. Think of when CWK first came out and the ladders were messed up and bigfoot was wonky. Took three days to get the issue sent off, repaired, and sent back. And then they didn't bother to increment the patch version for the fix so you could tell a broken install from a working one. Complete debacle.

That's why bigfoots XP was nerfed until they could get him flagged as a boss. They couldn't touch the WZ files but they could change the server side reward.
