OH lawd, I thought it was just my Internet... I figured my lag spikes were being caused by my ISP (Bell Internet eww) thank goodness everyone is lagging. F3 @ all the people in my BL and guild saying 'no lag here' lol. The lag does seem to come at very specific intervals now that you mention it...
