Krakia?

To throw fuel on the fire of it being Krakia. We have that new NPC there, right? And he looks like a Barricade, right? And if it is indeed a new member of the Barricade family it will most likely be John and Jack's father who is the only other family John talks about besides his brother. And what is Father Barricade? An archaeologist. And why prey tell would an archaeologist be at an advance future city unless it was the ancient lost city of Krakia?

Of course this theory depends on the new NPC indeed being Father Barricade, but it's still very possible.
