Timeless items and the maker skill

The primary requirement is like the Dragon Stones, a rare drop from the new high level monsters.

I heard about something to that affect as well, but I assumed the other requirements weren't negligable. I'm just not sure if the info is out there somewhere. Considering there are hundreds and maybe thousands of people who should be able to craft these items, you'd think that some of them would have taken the time to post the info, someone else would've found out about it, and gotten it translated into English. I assume the crafting requirements are stored in the client data, and that someone would've uncovered and translated them by now.
