It makes no sense at all for a character's level to function in the potentialing process. I mean, how much better can a higher leveled character DRAG AND DROP a magnifying glass compared with a noob?
I'm fairly confident your mule doesn't have the skill IF:
- it can wear the shoes; AND
- it's below the level required
which is impossible here.
