Hate to break it to you, but it's probably not your internet. 9 times out of 10, lag in an online game is from your computer itself, be it too many processes running or whatever. If you have something that takes up alot of processor going in the background, it's going to cause lag. I remember this guy used to peach for hours about the lag in a game I played, and finally we found out that he was running torrents/downloads in the background.
Also, a college dorm may be filtering it. That, and you have to realize...college dorms normally share bandwidth in a certain range or area so you could be getting shorted that way.
