Off the top of my head, not knowing the software etc, your situation seems to be one involving the sensitivity/gain setting of the microphone.
This setting basically sets how sensitive your receiver is. it would explain why people can hear you clearly and not your background music, it's is because the sensitivity level is low, and your voice is a lot closer than the music speakers. My guess is that somewhere down the line, the configuration got modified to be "very sensitive". I'd suggest you find this setting and turn it down.
Edit2: Just had a look at my Realtek audio setting, this is what I do: Start > Control Panel > Sound > Recording > Double click on Microphone > Levels. I think Microphone = Output Volume and Microphone Boost = Input Gain/Sensitivity. Try to reduce your sensitivity first, to filter out background noises until you're happy. If people cannot hear you well, increase the Microphone Volume slowly and readjust the sensitivity level again.
I dont suggest you use the settings in the Enhancements tab, tho, I think Noise Suppression will cut input < a certain dB to reduce background noises. I havent play around with software audio much to say I know what I am talking about.
