I once saw a screenshot of it dropping from cornians or dark cornians. Just because you haven't found it yourself, doesn't mean that it doesn't drop. I mean, look at skeles. They drop a ton of different skillbooks, but how often do you actually find any there despite training there for hours every day? The droprate is just extremely low, so it's not worth it to hunt for them unless you already train there.

I can confirm it does indeed drop from Corinans (not sure which one). A friend of mine found it there a few months ago while she was hunting for Frostprey20.
