Just because this deals with a high valuable item does not necessarily make it a glitch. If tomorrow there was a quest that when you reach level 200, you were rewarded 200 white scrolls, would you consider that a glitch too just because it deals with a valuable item?
the glitch is that if you make an aran you can get more than one scroll per account (unlimited if you delete and remake), if you make any other char you have to make a new account every time you get a scroll.
