All of my friends have failed ALOT of 90% potentials.
Either:
A. It's not really 90% [if it's possible to check string data, someone should do that]
B. You only hear of the 90% boom horror stories because "it's supposed to be impossible, like wtp only 10% chance" so since that's all the data you're gathering, you think the 90% scroll might actually be like 50% (The same thing happened with vega scrolls). If someone fails a 70%, no one talks about it really because "Yeah, it's 30% to boom, of course it's going to happen".
You'd need a lot of data of how many 90% passed over total 90% used, and not just ask people who boomed stuff. There are a lot of nice items going around, some people have used 10 90% and had them all pass. I'm sure if you add as much data as possible, it'll normalize to 90% [or whatever the true value it is, if it isn't 90%]
