I don't think that they'll make it NX only, since that would piss a lot of people off although it would bring back the GLORIOUS FoG days again. It isn't that surprising that the ghosts only appear on halloween, it is the haunted mansion and the spot for the event last year. Not to mention that a lot of different stories (like halloween town o.o) have their events happen only on halloween.
